Fix bugs to get working on live nodes

Fix kerberos config for empty qualify_shortname
Add comment about not encrypting any vars currently, so ok to temporarily make the repo public
Change repo references to new git.ncsa.illinois.edu/ici-public/ paths
Fix chrony pools vars

This was tested on 050slurmlogin.
