Update sssd.conf to come from vars and template
Update chrony to use same task/handler for Debian/RedHat, pool comes from var
Update krb5.conf to come from common_kerberos_config var
Change sudoers.d/01_common_disabled_users to use a template
Change sudoers.d/10_admin_groups to use a template
Change telegraf tasks to only be included when on NCSA IP space

This has been tested on all control-ans-test-* hosts.
